9/15/2004 10:16PM.... I've been mostly out straight today and still feeling pretty good. However, as I'm closing down my computer I notice the headline on the Charlotte Herald-Tribune, "At least half of the structures in the county are damaged" and goes on to say that inspectors are finding about half the structures either destroyed or have major damage. Major damage is an interesting phrase because there is a 50% law in the county which means that a structure that is more than half damaged MUST be repaired to existing code. In many cases that is impractical, impossible, or uninsurable if repaired. If one cannot beat the rap on any of these factors then a 51% damaged structure becomes a total loss. This is a delayed heartbreaker, because many people believe incorrectly they can repair or rebuild their way back to what they had. The news from Ivan says that many people will be very much worse off by day break tomorrow.
